Stagnant health outcomes, despite rising health care costs, are reducing the value of health care investments in Texas. With a $46 billion health care budget, Texas can directly improve its investment by funding more in health-impacting, non-medical services. This brief describes both steps that Texas has already taken in this direction and new policy opportunities under Medicaid that the state can deploy in the legislative session. Additionally, this brief outlines strategies addressing priority populations, including  behavioral health, women’s health, and health insurance for state employees and teachers.
